Jeff Plewes

Principal

Jeff Plewes is a principal in CRA’s Energy Practice. He specializes in the economic analysis of energy and environmental policy and market design, particularly with respect to decarbonization.

Mr. Plewes has worked with companies throughout the energy sector to help them understand the implications of public policies and regulations on their operations, assets, and investment decisions. He has provided expert testimony on energy and environmental topics in many venues. He has led projects for clients in each of the North American competitive electricity markets and for many regulated utility clients, including internationally. Broader areas of focus have included climate policy, resource adequacy, electricity and capacity market strategy, economic impact analysis, and modeling natural gas production and exports. Mr. Plewes supports this work with quantitative analysis using advanced energy and economic modeling tools, both proprietary and third-party.

His recent work includes analyzing energy and capacity market design concepts in each of the Northeastern power markets, testifying publicly on the prudency of a utility’s energy costs, submitting expert testimony on the economic impacts of a major oil spill, evaluating incentive opportunities for various clean energy projects, leading a proposal for government funding of a grid resilience project, and modeling power sector pathways for a proposed climate policy.

Mr. Plewes holds an MBA from Yale University and a BS in Finance and Environmental Science from the University of Virginia.
